I've seen that on a number of trucks. I can't say if it was original on your Little Mo as all the 1959 W200ss I have checked so far have the tag riveted on, but here is a 1959 W100 tag attached with screws. I've seen the same screws used on other early 1959 Dodge trucks.
There are lots of quirky details to the PG era trucks so I wouldn't get too worked up until you compare your truck to others and see how rare it really is.
