Where do you stop ?
The cargo carriers could hire security boats
to provide escort in pirate controlled waters - but that would be an additional expense.
Instead - they pay ransom or rely on the US Navy or forces from other countries to protect their cargo.
Its' about the money - the financial loss.
Not about the human loss.
From their point of view - some loss is acceptable and part of doing business.
