Anyone with a wrench can swap out parts until they get lucky. A mechanic is trained to test and diagnose the problem so only the parts that need to be replaced are swapped out. I'm not a mechanic, but I'm most proud of the automotive problems I've fixed by searching for diagnostic tests for the symptoms I was experiencing, then methodically testing, in order according to the instructions. It took forever, but in the end I had a fixed vehicle and I did it all by myself (with the help of the internet). These moments are usually found on Saturday afternoon breakdowns when the repair shop is closed and we NEED the car first thing Monday morning.

I'm not sure how to test for the riser without another manifold. regarding the governor, a quick search found these references. I haven't the time now to track down free downloads to confirm if they apply but look for these:

Coils are easy to test with a multi meter or rig up your own bench top ignition system with a plug, wire and coil.
