With high confidence you have a 12 volt system. With that said, I only run one battery on all my Cummins Old Iron and they spin right over. As Keith mentioned, you need to read the voltage at the start solenoid, when you turn the key to start. It must be 12 volts. Some solenoids are internally grounded to the mounting bracket, others require a ground wire to a good ground.

Look at the round side of the solenoid. If it has two small terminals, one terminal is GROUND and must have a wire to a good ground.

If there is only one side small terminal, then its internally grounded to the mount. In that case, the mount screw may be loose or dirty.
