Quit looking at the fuel filter. If you want to obsess about it replace it and forget about it for now. To test for fuel test the pump pressure and flow. After multiple rebuilt carbs, if you are having issues with fuel it's probably a weak pump or clogged lines.

My translucent plastic fuel filter frequently shows no fluid in it and the truck runs great.

With all this on and off make sure you don't have a vacuum leak at the gaskets. Listen, try the starter fluid idea and gently and evenly tighten the bolts. Be extra careful of the screws that hold the top of the carb on. Strip the casting and you just bought a new carb $$$.

Make a list. Test one thing at a time. Write your results down on the list. Compare results to specifications in the manual. Consult your manuals and the advice on the forum here.
