Pull the choke out just a little when it runs poorly. If it runs better then it is running lean. Did you rebuild the carb with a rebuild kit? If you did check the new jets to see if they are the same size. You can do this with a set of numbered drill bits. The reason I bring this up is that many rebuild kits have jets that are too small. It seems that the carb with the govenor that comes in the PW has larger jets in it than other applications. I had a similar issue and solved it by putting the old jets jets back in. There is little to no wear on jets most of the time. The biggest wear is on the float needle and seat on the intake of the carb.

There is also a problem in some kits with the rod being too long.
