Buy that incomplete, butchered, non-running rust bucket truck for $3,000. It will teach you everything you need to know about Flat Fender Power Wagons.
Then, if you still want a Power Wagon, pay a reasonable price for a decent rust free, complete and running truck that you actually work on and get on the road in a reasonable amount of time.
Or, you can buy the second truck the first time and save yourself three years of frustration.
