The guys who are putting this plant in are multi millionaires. They tried to put it in the old hammermill plant in Erie,Pa but zoning wouldn't let them. And there is already 4 in Pa right now all with EPA approval. They bring the tires in by rail and store them in a burn controlled building to cut up.If you read the complete article it tells more about it
