The spray zinc I have used is pretty easy to scrape off. The best rust protection is the hot zinc that came on the trailer. After that is compromised, I think the best thing to do is use a rust preventive paint. Check at a marine store.
If the trailer is used in and out of salt water, it's only a matter of time before it's destroyed. Rinse thoroughly after you pull it out of the water.
