I always wrap the tape so that it doesn't unwind when tightening. On new stuff normally go 3 layers. It does make a slight difference on the torque, just like when using oil or antisieze on bolts and such. For pipe fittings I just tighten them with the same pull I always use.

When wrapping your tape, leave the last thread bare, that way you won't get the "excess" into the hydraulic oil. If doing 3 wraps, start at the top and work your way down to the last thread, back up, then back down. that way it'll be trapped and start in the loose thread and not ball up.

I don't use teflon tape with hydraulic pumps. Transfer pumps and such I do as the clearences on pump faces are a lot different.
