You should wrap Teflon on the same direction as if you are tightening up on the threads, with only two flat smooth wraps needed. Yes it will "lubricate" the joint, making it slide against each other with less friction, and will fill the micro gaps to reduce leak potential. No need to use Teflon on brass, it is a "self lubricator" and under the pressure of tightening it's able to form to minor differences in threads and seal itself. Dealing with torque I'm not sure but if over tightening occurs it will allow for you to split pipe due to the tapered threads.
