Presumably the buyer knows what is being done. Th ebuyer would not be able to import a new Rover. I'm sure they are paying goo dmoney for an "old" Rover.
Who is getting hurt here, excpet the government who decided to limit our freedom to buy what we want from who we want? If government were more effective, they would have some exemption for these low volume, specialty and collector vehicels.
