Since it only needs a small surface area for the fuel to flow though, it looks half empty. The air pevket gets smaller as the filter surface builds up crap. Change it when the bubble is minimal.

Is your fuel filler cap vent valve set on 'open'? 'Fording' is sealed tight, won't allow air in so it vapor locks.

Also, your lines may be coming apart internally and blocking themselves. Replace all the rubber hoses.

Also, weak coils can cause that 'low fuel feeling'. DFat blue spark is good, wimpy yelliow not so good. But a swap is the real key.
