I am pretty sure semi trucks have such big clutch disks that there is a brake to stop them for first gear. With out this brake you would have to wait for the clutch to stop spinning to engage first. You engage the brake when the clutch is depressed to the floor, you don't want to engage the brake except for first. Power wagons don't have a clutch brake so you can press the clutch to the floor for any gear. This is my understanding from conversations with a local farmer who has a couple semi tractors, so if I am wrong please correct me.
