Those are a set of tire chain pliers. We use them at work all the time. Our sets are made in Norway, and about 30" in over all length. They are used for opening and reclosing the links that hold the cross chains onto the side chains. they make the job of repairing/rebuilding chains a whole lot easier. The other type we use is made to rest on the ground, and only the top jaw moves with the handle, which is about 40" long. (kind of like a manual rebar cutter.) This kind can be used for "on vehicle" repairs while the others don't work too well for that.
