Technically you can do just about anything you want to the software that controls the computer, including change it.

However the reality is most ODB II tools will simply read codes, provide some real-time data, and usually clear the codes.

The expensive Snap-on type machines can trigger diagnostic modes and certain test functions.

The Dealer units can do anything from update software, to change settings and features.

The "cheapest" way to get more control over your system is to buy a performance programmer. They will run a few hundred $$ but some allow a lot of control over certain things in the program such as setting tire size to keep your speedometer correct, in addition to providing specialized software "tunes" for the car that provide more power or economy. Some of them are very advanced and let you change power levels on the fly and monitor data in real time using a GPS like display.
