To add to what Chris said,
Have someone sit in the cab with the engine off and all wheels on the ground, and have them try to saw the steering wheel back and forth with you under the front end. You will probably see some "wasted motion" looseness in the tie rods or drag link, etc.
I did this same test on my 2001 CTD and found a bad tie rod end and track bar. Our PW's don't have track bars but do have many other similarities.
