Clutch discs do rust to the flywheel.

You might try propping the pedal down with a 2x4 between seat/base and pedal. Let it sit.

Failing that alone, re,move the bottom dust cover, and with pedal propped down, slip a putty knife between disc and flywheel and the other side too, between disc and pressure plate.

Or warm it up in neutral, shut down, put in low gear, start it and drive around with clutch down, trying to bounce the front end off the ground by goosing and letting off the throttle.

If badly stuck, you can pull a chunk of facing off the disc, meanign disc replacement is in order.
