I like to drill drain holes at lowest spots.

An old contractor (Dad) taught me: You can not keep water out, only in.

So I drill drain holes through both the inner layer and the outer. Then I flood the hollow inside with primer, paint, and/or oil.

The water comes in through the end joints at the sides. Let it out through the bottom.

Oh, the outer hole ought to be in the back side of the flange, heading forward. That is the low spot.
