The answer is so simple. By leaving perfectly good albeit in some case specialized equipment overseas, then defense contractors can restock our military inventory at the taxpayers expense. This keeps people working at least for a short while with the added benefit of keeping the surplus off the market so local governments and people are forced to buy new stuff.
