Not sure on a WC. Operation depends on whether it has 2 terminals or 3 (the case being grounded is one terminal). What I would basically do, though is find a 6 volt battery, try hooking it up in various ways, and see if one of those ways will peg the needle to the opposite way that it goes when disconnected. If it has 3 terminals, there are two coils inside and a "common". One coil goes from common to the case ground. The other goes from common to the sender. The common goes to the battery. The case is grounded, of course. This should peg the needle one way. Grounding the sender terminal should peg it the other way.

Yet another quick-and-dirty method is to check it with an ohm-meter. If you can find one terminal that doesn't show any conductivity to any other terminal or to the case, the unit is burned out. The exact amount of ohms doesn't much matter, because if it's ever been hooked up to 12 volts for more than a few seconds, it's probably open.
