Cani drill out the bolts? (manifold)

Ok I have all the nuts removed from the studs one my intake and exhaust manifold. THe two bolts have the heads drilled off (because they were corroded. My guess is that the bolts are whats holding the manifold on. CAN i drill out the bolts which are flush with the manifold right now. I fear that drilling may make the manifiold hole slightly larger and somehow ruin it. TO me it seems innocent enough but usually later on these types of things end up being big mistakes and since these parts are hard to come by i dont wannna screw it up.
