Also, the crank handle would hit the cable if it was spooling off to the rear. The fabrication looks very professional. I wonder what the application was. My guess is that it was the boom support for a front A-Frame. The guy probably had a spare PTO winch lying around -- otherwise that would be overkill for supporting the boom. Also, hand-cranking the boom up and down would be a lot more reasonable than reeling the load in with it.
