One of the ports is probably used for a vent tube on military vehicles.

I plugged the hole with a brass plug, but first drilled a small hole partially through the plug from the inner side. Then, I drilled an intersecting right angle channel from the side. When I inserted the plug, I tightened the plug so that the exit hole faced down.
