I'v managed to get one running by blowint really hard into the tank. Lips to the insdie of the filler, let you cheeks blow out into "Louie Armstrong Cheeks". Hold that pressure while breathing through your nose. If you can do it while the engine is running off it's prime, even better.
If you use a compressed air hose, be very cautious. Tanks are only meant o hold a couple PSI. I do mean TWO, not 15.
Another prob might be a defective pump, with a valve stuck shut. Perhaps a blast of air in the inlet would clear it?
I've managed to fill the float bowls with a small hose over the brass vent tube inside the carb body. Maybe a turkey baster would help. Replace the air filer, one of it's major duties is as a flame guard, good idea if pouring gas around. A full bowl will run for a minute maybe.
