There's really no way to weld that doubler on & have those 5 holes exact other than if you had an indexing machine & you machined the holes after the rings were welded into position.
All that said, even if you were an 1/8" out on a Flat Fender, I doubt you'd notice :) :)
Our Budd rims are lug centric but I bet the hole for the hub is within a few .001" of being centered...just that the hole isn't a machined fit to our hubs & the lugs do that job.
I've always wondered why as well...wouldn't hub centric be better??
