An almost identical situation occurred one time when my wife and I were crossing into Canada. We were questioned, then asked to pull into a space and come inside. While we were waiting for someone to tell us what was happening, I went and looked outside. The agent was searching through our luggage in my truck. I told him I wasn't happy about someone going through our possessions without being present. He told me to either go back inside and wait or I could turn the truck around and head back into the U.S. They really can do just what they want to do.
