from the looks of it when I drove by yesterday and the news I'd guess so, but they are saying it will be 35 mph going over and only for passenger cars so still expect 10 min delays. Semi's will still be forced to detour last I heard.
Crossed the detour bridge the other day and took me an hour to go 5 miles but I'm lucky in that I only have to do that once a week at most, my wife has to cross at rush hour each day and takes her an hour fifteen each way to and from work.
