Bias tire question

My W600 has the giant 10.00 X 20 Kelly-Springfield studded tires (tube type bias) mounted on factory Budd wheels. I noticed that when the temperature is below 70 or so, the tires seem out of round (at least one of them does) & I get severe bounce at 38-40 mph. No bounce at any other speed, nor when its hot out. Works perfect in the 90-105 Summer heat. And it doesn't always bounce when cool.
The previous owner said the tires are probably 15 yrs old. Also the vehicle was parked for extended periods of time in the past, and has had previous use of snow chains.
I reckon I should replace these tires, but just want to know what it is about bias tires that causes this phenomenon? Thanks
