Conventional bottle jacks work well laying on their sides, pump side down. The frame can flex enough to get the c/m to rotate out, only needs 1/2"? Might need a BFH too, and bend opposite tabs on the new c/m also, to get it to go in without toooo much frame distortion.

Or a piece of 1/2" water pipe with a nut and bolt in the end?

If you don't want to rivet, use high grade bolts- drill the holes out for a bigger size- rivet hole are usually odd size, like 13/32", drill to 7/16, etc. IIRC, those needed 9/16? 5/8? I used bolts, but my projects are not expected to be Show Quality.
