With radiator upright, and maybe some kind of plug/cap on the upper fitting, hold you hind over the lower filling while filling to the top. Get rid of the hose, and pull the lower hand free. Listen at the cap/filler. The water should gush out like flushing Al Bundy's toilet. Bah-WHOOSH. NOT dribble like an old man with a tired prostrate. Low flow or a sucking noise from the cap tells you it's plugged up, needs an acid bath.
