We just got done rebuilding a '79 F-250 near Wilkes-Barre. It had heavy surface rust on the roof and hood. Our local body supply store here has the POR-15. We used this stuff and it worked great. The basic idea is to sand the coarseness off the rust with about 120 grit, but not too agressively. then you paint this stuff on, and follow the directions carefully. You only want it to dry as long as they tell you, or you will wear your elbows off trying to get a finish later. This stuff is like sanding glass. Also, follow the directions for tkaing the un-used material out of the original container. We had to hack-saw the lid off two days after using it the first time! We used a canning jar with plastic saran wrap as a filler. Anyway, the finish came out great. We only used about a pint to do the hood and roof. Good luck. And, before I get crucified, the Ford is not mine, only dodges here!
