Where are you located and does $3000 include shipping? I would guess you could find a truck like you are looking for for $3,000, but it might be on the other side of the country.
You might be better off in the long run to buy a truck on overall condition and not on how it runs, almost all trucks out there need brake jobs, and engine work, but some are real clean and rust free.
I would look for the cleanest, most complete truck you can find that has a running engine(or at least one that turns over).
Then I would rebuild the brakes, unless you are sure they were done right.
I have heard many a tale of sellers adding fluid to get the brakes to work, and a few weeks later there was no pedal again.
Even if the brakes work I would take off the drums and inspect them. You never know what you will find!
