Dave. This sounds like a problem I have run into in the past. This may sound stupid but, first of all, did you have the brake drums turned and the new brake shoes' radii faced to match the brake drums? It sounds like the radius on your break shoes might be substantially less than the diameter on your drums. This, in combination with too tight of a clearance on the heal, may be causing you to feel the shoes flex as the heals first make contact with the drums and the shoes then bend under pressure until the toes make contact giving the pedal the "mushy" feeling. You can either drive Gus and let the shoes "wear" in (not really desired, but it works in theory) or, arc your shoes to the correct radius and reset that critical major adjustment. If your drums are real thin, this can compound the problem as you also feel the drums egg out of shape as you apply the pedal .
