With what I understand what happened to you I would suggest the following to remove the remaining steering wheel hub.

Get a large bearing splitter from a frined or your local rental shop. Make a small plate out of thick steel that will fit inside the horn depression in the remaining steering wheel hub. Make a small indent with a drill bit in the center on one side of the plate. Make sure that this plate can lay on the end of the steering shaft.

Now your ready to start removing the steering wheel hub. Hook the bearing splitter on the back side of the hub with the two shafts reaching towards the driver. Attach the cross piece and making sure that the center screw lines up with the end of the steering shaft. Insert the small plate of steel that you made between the end of the steering shaft and the center screw of the bearing splitter. Hand tighten the center screw until the bearing splitter is centered and able to support itself. The point of the center screw of the bearing splitter should go into the small detent that you drilled into the small steel plate. Make sure that the small steel plate is centered on the steering shaft and that center screw of the bearing splitter is also lined up with the steering shaft. (This is critical as you do not want to damage the threads on the end of the steering shaft. If you do, you may just have to buy a new steering box). Now take a wrench and slowly tighten the center screw until either the hub starts moving or the bearing splitter slips out of position. If the bearing splitter moves set up and try again.
