There was no way to get a dial indicator or even a feeler gauge between the gears, so I called good old DC and he gave me some tips. Thanks Dave!

Without a gasket on the PTO the gear would engage, but just barely. So I installed a 0.010 gasket and the lash felt good but not too tight, so I went with that. Since the PTO gear contacts the countershaft only when the PTO is in use (unlike a PW), it's not a critical measurement. 99.99% of the time it will not be engaged.
