I used POR-15 on the frame of my 59 W200 back in 1999 and it still looks great like the day I painted it. I got most of the big pieces of rust off which was minimal. I degreased it and went about laying it on with a brush. I followed the directions on the can to the letter especially the part about gloves. It flowed out like you said and after it was dry I sprayed it with Martin Senour chassis black. The directions say it has to be top coated since there is no UV protection in the POR 15. The paint was tough as nails like they said. I've heard that if you have smooth clean slick metal it will come off in sheets due to it's dependence on a mechanical bond with the surface. POR-15 = Paint Over Rust. I used Chassis Saver on the last frame I painted, same basic paint only a little cheaper than POR-15. Hope yours turns out with no problems.
