When the arbitrator gets envolved they can agree to retract IF there was a problem or if it was corrected to satisfaction. Sometimes people leave negative when it's out of sellers control. Like lost in shipping when the confirmation proof is there.

From what I've seen, if Ebay jumps in and removes it, the buyer had to do something VERY wrong as it's not a common thing. As stated before, Ebay seems to make the sellers helpless in warning others of bad bidders. Sellers CAN"T leave bad feedback anymore and Ebay claims they have a 3 strike rule and it's not needed. I feel it is.

Look at what the seller has sold in previous feedbacks. Sometimes a new one will just have buyer feedbacks from what HE has bought and has sold nothing. 100% on more than 100 items, that's pretty good. The only other thing to check if it a big ticket item like you linked, Make sure his fedebacks aren't 100/s of $.99 widgets. That was an early scam ploy too.
