Now that you have the drums off, use penetrating oil and carefully use a pair of pliers to work the cams until they will spin. Be careful and do not mess of the cams with the pliers. The cams have rusted to the backing plate.and they need to be loosened. You will need to weld the cam to the bolt as mentioned. It can be done either before or after you get the cam spinning. If you do it before wou can get more leverage when breaking the cam loose

Use lots of penetrating oil. When you have it all cleaned up Thales some anti seize and work it between the cam and the backing plate. Spin the cam and really work it in. The anti seize will stop it from rusting up again where a oil will not. Also work anti seize behind the cams on the front axle.
