If you electrolyze ocean water you will get chlorine gas and lye solution. This is the "choralkali" process which is very important industrially. If you push it hard, with concentrated solutions, you will get sodium chlorate, which can be used to make fireworks and explosives. It will also eat up most electrodes that you might try to use.

If you try this, your solution will be corrosive until all the chlorine is gone. My chemist friend tells me that a weak lye solution will work as well as washing soda for the electrolytic de-rusting process, so technically he may be right. I like washing soda because it's very harmless either to get on your skin or to have the dog drink out of the bucket (dog does). If you want to try sea water, make sure you don't poison yourself with the chlorine, and watch to see how corrosive it is before you try it on anything you care about.
