The cam bolts are "peened" to the cam and can work loose.
After you get it apart you can try to re peen or just tack weld as Chris mentioned.
As for removing the drum loosen and turn the bottom cams to bring some of the shoe away from the drums.
You are going to have to use these lower cams to center the shoe anyway after reinstalling.
