If they are the vertical bolts and they are broken off flush with the block, try some kind of rust buster then a reverse drill bit,they will usually come out with out much hassle.
It has been my experience that the knurling on the shoulder of the bolt starts to wear , then the starter will start walking and break the bolt.It is a fairly easy job just make sure you find center of the bolt before drilling and don't let the bit walk.
