You should be able to get around 1/2 quart in 30 seconds. I haven't seen a spec for these trucks. Maybe, someone has one.

I just let the hose flow into a bucket and look for strong flow. Check the flow at a point after the filter and hoses to make sure they are not causing a problem.

3-6 PSI is about right. Well-equipped mechanics have a gauge which checks pressure and flow at the same time which is the only really accurate way of checking fuel delivery since one affects the other.

Also, check to make sure a piece of something in not stuck inside the needle valve and restricting flow.

It sounds to me like a fuel problem. Maybe not, but checking fuel pressure and volume are basic steps in trouble shooting this kind of problem
