You might try giving the pistons a tap with a dowel and hammer to get one of them moving. If both are really stuck when you apply air, you may have to build too much pressure to get one moving.

You're just trying to bump the piston out, not sending it flying across the room. I've never had a problem. Usually, one piston will start moving in a controlled way. But, you never know.

I use a rubber tipped air gun and controlled squirts of air.
