I had exactly the same problem on my LU-4. Before I bought it, it sat outside for years. Water runs down the clutch shaft and corrodes and finally sticks in the bushing. Your doomed to open her up.
Follow the link below to my pictures of the rebuild and freeing the clutch lever. Its not hard to do.
