On military trucks that have an hour-meter, it's simply the odometer function on the tachometer. It doesn't have much to do with real hours, but it basically counts how many times the crankshaft has gone around. In terms of engine maintenance this is really better than hours of running time anyway, since on a vehicle (as opposed to a generator or welder), there's no telling how fast it ran during those hours. The military tachometer / hour-meters are set up to roughly match actual hours if driven at 30 mph. Given that a snow cat would be hard-pressed to even make 30 mph (mine top out at 15 unless you want to tear it to pieces), I think a 15-30 mph conversion factor would be better than 60 mph.
