The shoes will be hitting in the middle of the arc, until they wear to fit better. Once they fit,they will stop flexing under pedal pressure. You'll need to readjust the upper cam only, in about 500 miles, or less.

The lower cam should remain undisturbed for the life of the shoes. If you tighten it up, the shoes will grab and lock up at the littlest pressure- again, until they wear in, again. Better to be soft during break in, than locking up.
