Make sure the rod is COMPLTELY retracting when the pedal is up, make sure the brake pedal spring is pulling it all the way up.
The rod pushing the master cylinder piston should be loose when the pedal is all the way up. If the rod is adjusted too long, or the pedal is not fully retracting, the air will never bleed out of the line.
