Gauge is bad if all low, 95 psi usually.

Because gauges vary so much, normal spec is that low is within 10% of high.

And I'll add that a 'wet' compression test is a waste of oil. I judge rings by 'blow by'. If the crank vent system is puffing like a steam engine, it needs rings.
