John. The hard rod with teeth is for the earlier trucks and goes through a separate dash bracket as shown in my post below about looking for the spring clip. As others have said, his mid-fifties truck would have originally had the throttle cable that locks by turning to the right. The style cable he has now will work, but it is worn out if it won't hold in place. I think he can try to crimp the sleeve to increase the friction to hold it in place. He could also try easing the tension on the throttle spring so it doesn't override the cable, but that may cause other problems. Another solution that someone did on one of my trucks with that style cable is to wrap adhesive tabe around the base of the knob and leave the ends loose so they can be wound around the cable as needed to provide an interference fit at the right setting. Not pretty, but it works!
